There is also a required amount of members in the corp in order to unlock the ability to create the private forum. That requirement is not known to me. You'll have to wait or ask someone who does know.

The Sidearm damage modifier effects all sidearm weapons on the current suit. So yes, the SMG in the light weapon slot gets applied the damage boost.

All deployed uplinks are able to be used by everyone. In the past, deployed drop uplinks were only able to be used by squadmates unless you were not in a squad. It was changed due to public uproar, written off as a bug and/or not working as intended.
